Levels of interactivity in e-learning: L1 to L4, explained and playable

Everyone in e-learning uses the words Level 1 to Level 4, almost nobody defines them the same way, and the definition matters because it is what you are quoted against. This page explains what each level actually is — and then lets you play all four, in the browser, with no form in the way.

Where the four levels come from

The scale comes from US defence procurement — the interactivity levels in the military specifications for computer-based training, later picked up by ADL and then by the whole industry. It survived because it does one useful job: it tells a buyer and a vendor roughly how much work a course is, in one number.

It has also drifted. Vendors have an incentive to call things Level 3, and buyers rarely have a way to check. So the definitions below are the ones we quote against, and each links to a working example rather than a description.

Level 1 — Passive

What the learner does: reads, watches and clicks next.

Narrated slides, a video with a transcript, a policy document turned into pages. There may be a quiz at the end, but nothing the learner does changes what happens next. Navigation is linear.

What it is good for: awareness, announcements, and anything where the honest goal is "everyone has seen this". It is fast to produce and cheap to update, and for a twelve-slide policy refresh it is the right answer — dressing it up as a scenario wastes money without teaching more.

Where it fails: anything that has to change behaviour. Completion is the only signal it produces, and completion is not learning.

Level 2 — Interactive

What the learner does: clicks to reveal, drags to sort, answers questions inside the flow rather than only at the end.

This is the level most corporate e-learning actually sits at, and it is a genuine step up: the learner is doing something on most screens, the content is themed rather than templated, and the questions are checks along the way rather than a final gate. What it is good for: knowledge that has to be recalled — procedures, product detail, systems training, most compliance refreshers.

Where it fails: judgement. A learner can click every correct answer in a multiple-choice question about harassment policy and still not recognise the situation when it happens in front of them.

Level 3 — Scenario and gamified

What the learner does: makes decisions that compound, and lives with them.

This is the level people mean when they say "branching scenario". The learner is placed in a situation, chooses a course of action, and the situation changes as a result — so the second decision is shaped by the first. There is no single correct path to memorise, and the debrief at the end scores the path taken, not a quiz.

Gamification sits at this level too: XP, badges, leaderboards and a scored debrief, used to make a second attempt worth taking rather than to decorate a page.

What it is good for: judgement, ethics, escalation, negotiation, safety decisions, anything where the hard part is recognising the situation rather than knowing the rule. It is also what makes compliance training survive contact with an audience that has taken the same course four years running.

Where it fails: it costs more, and it is wasted on content where there is genuinely only one right answer.

Level 4 — Simulation

What the learner does: operates something under time pressure, with live state.

A model of the real system — a console, a workflow, a trading screen, a piece of equipment — that responds continuously rather than at decision points. Timers run, state persists, and the course records a stream of events rather than a score at the end.

What it is good for: procedural mastery where speed and sequence matter, and high-consequence work where practising on the real thing is expensive or dangerous.

Where it fails: the build cost is the highest of the four, and it is justified by risk or volume, not by ambition.

How to choose a level

The useful question is not "what is the best level" — it is "what goes wrong if the learner gets this wrong?"

Most real programmes mix levels. A compliance curriculum might open at Level 1 for the policy itself, teach the procedure at Level 2, and put the judgement call at Level 3 — which is cheaper than building the whole thing at the top level and more effective than building it all at the bottom.

A caution about level inflation. A course with a character, a background illustration and multiple-choice questions is a Level 2 with good art direction, not a Level 3. The test is simple: does an early decision change what the learner sees later? If not, it is branching in name only. Ask any vendor — us included — to show you the branch.

What each level costs

We publish rates per finished minute rather than per course, because a "course" is not a unit of anything: Level 2 is ₹2,000 per finished minute and Level 3 is ₹2,400, with runtime estimated from your script's word count. What are the levels of interactivity in e-learning?

A four-point scale describing how much the learner does. Level 1 is passive — read, watch, click next. Level 2 adds interactions and in-flow questions. Level 3 is branching scenarios where decisions compound and the debrief scores the path taken. Level 4 is a live simulation with timers and persistent state.

What is Level 3 e-learning?

Which level should I choose?

Ask what goes wrong if the learner gets it wrong. Nothing much — Level 1. They misremember a step — Level 2. They fail to recognise the situation or choose badly under pressure — Level 3. They have never operated the thing — Level 4. Most real programmes mix levels.
